On February 4, 1839, John George Lambton, 1st Earl of Durham, presented the British Colonial Office with his report into the causes of the 1837–1838 rebellions. It recommended the adoption of responsible government and the union of Upper and Lower Canada. The subsequent Act of Union led to the creation of a single Canadian Parliament with equal representation from Upper and Lower Canada — despite greater population in Lower Canada — and a controversial provision to operate solely in English.
